Understanding WSP and ATR

What Are WSP and ATR?

The WSP outlines the existing skills shortage in the company and describes the development steps it will take to address these needs. A registered Skills Development Facilitator compiles the WSP and submits it annually to the company’s registered SETA.

By allowing the organisation to locate and fill any gaps in skills and training, the WSP benefits both the company and its employees. It provides an amazing opportunity for companies to address and develop their specific skillsets, thus providing both the business and the employees the opportunity to grow.

The ATR report documents the progress made by the previous year’s WSP, in order to show that the company has indeed addressed the existing skill gaps.

The ATR consists of the number of skills development initiatives conducted, number of employees trained, amount spent on training initiatives, and the proof of expenditure, as well as which programmes have been completed.

Why Is It important?

The WSP and ATR form part of Skills Development, which is a priority pillar on the BEE scorecard. Make sure you retain your BEE level by submitting your WSP and ATR on time.

Who Must Submit WSP and ATR?

All companies who pay more than R500,000 per year in salaries must be registered to pay Skills Development Levies (SDL), and all of them can submit WSPs and ATRs. If they do and fulfil all the requirements, they will get 20% of the SDL that they paid through a grant from the relevant SETA.

Mandatory Grants and Discretionary Grants

The WSP and ATR submission opens up access to mandatory grants for your company, as well the opportunity to apply for discretionary grants from the respective SETAs. These grants will help companies fund training and development for employees and unemployed people.

 

B-BBEE Benefits

An entity must provide proof of their WSP and ATR submission to recognise the points under the B-BBEE priority element Skills Development. This also helps your business to address any skill gaps and scarcities.

 

Learnership Tax Incentives

Companies entering into registered learnership agreements with employees and/or unemployed people are eligible for SARS tax incentives. An enhanced tax incentive will be received for entering into registered learnership agreements with disabled people.

What Happens If I Don’t Submit the WSP and ATR?

Failing to submit the Workplace Skills Plan and Annual Training Report will negatively affect the company’s B-BBEE Status and the company’s grant for the following year’s WSP will be suspended.

What Is The Deadline For Submission?

The WSP and ATR must be submitted to the SETA by no later than 30 April of each year.
